Meeting Minutes

President Susan Burns called the meeting to order at 6:32 p.m.


  1. Susan Burns welcomed everyone and introductions were made. Susan Burns gave the president’s report. She presented information on SAENA activities, accomplishments of the past year and plans for the coming year, and the role of SAENA in the neighborhood.


  1. Minutes
  • It was suggested that the words “board member” be written in to indicate who moved to accept and second motions. Clareyse Nelson moved to accept the minutes with the suggested corrections; Taras Karkoc seconded and the motion passed.


  1. Treasurer’s Report
  • Taras Karkoc reported on current funds in SAENA’s four accounts and presented a list of accomplishments of the past year. Clareyse Nelson asked how much money we receive through the Community Participation Program. Larry Ranallo moved to accept the treasurer’s report; Sylvia Radford seconded and the motion passed.
  1. Legislative Update
  • Representative Diane Loeffler discussed the Minnesota state budget discussions between Governor Dayton and the legislature. She presented information on what the main issues in the debate are, what the different options are, and what the predicted next actions will be. Rep. Loeffler then reported on why the NRP bill did not get to a floor vote and what the future of that legislative initiative looks like. Last, she mentioned that Webster School is being considered to re-open in coming years. She will work with us on this issue as it moves forward.


  1. NRP Resolutioon
  • Susan Burns presented a resolution showing SAENA’s support for legislation that unfreezes $10 million of NRP funds promised to Minneapolis neighborhoods. Sylvia Radford moved to accept the resolution; Henrietta Smith seconded and the motion passed. Rep. Loeffler recommended that SAENA send the resolution to majority and minority leaders in the State legislature, Mayor Rybak, Council Member Hofstede, Senator Pogemiller, and herself.


  1. Crime and Safety Update
  • CPS Nick Juarez reported on crime statistics in St. Anthony East. Burglaries and car break-ins were lower than in 2009, and the concentration of crime moved from the south end of the neighborhood in 2009 to the northern half 2010. He presented the crime statistics for June and talked about how block clubs help prevent criminal activity by acting as the eyes and ears of the neighborhood. City Attorney Heidi Johnson discussed the new Eastside Court Watch system. She discussed how her role is to address livability crimes that impact communities and gave examples of how Court Watch supplements this by allowing residents to write community impact statements. Lieutenant Kathy Waite reported that she is now in charge of investigations.  She stated that property crimes drive crime in the 2nd Precinct and that it is very important to call 911 when witnessing suspicious or criminal behavior.


  1.  Board of Director Elections
  • Jeremy Wieland, Laura Taken, Henrietta Smith, Nick Espinosa, nominated themselves and Peter Radford nominated Sylvia Radford for a position on the SAENA Board of Directors. A discussion took place regarding whether the number of board members can increase from seven to eight members without prior vote to allow the increase. It was agreed to allow the expansion, making the election a white ballot. All who were nominated gained a position as a director.


  1. Logo Design
  • Susan Burns handed out the proposed logo designs. A discussion took place regarding whether to include the current SAENA logo in the vote. It was agreed to include the old logo. Those in attendance looked at the designs while the meeting resumed.


  1. Community Builder Awards
  • Susan Burns presented recognized Joe Kourie, Sylvia Radford, Jan LeVasque, Kathy Kittelson, Diane Daun, Stacey Danculovich, and Robin Russell for their outstanding service to the St. Anthony East community and gave certificates to those present.
  1. Old Third Town Homes Update
  • Mike Johnson gave a n update on the construction of the Old Third Town Homes project in St. Anthony East. The building is expected to up by late fall of 2011 and families are expected to move in by July 2011. He stated that TC Habitat for Humanity will conduct a workshop for prospective applicants in St. Anthony East. There are still two units that have not yet been assigned. He invited residents to call him to report any livability concerns caused by the construction. If SAENA wants to sign up for a volunteer day, we can call the volunteer coordinator to get more information.
  1. Housing Loan Program Report
  • Jennifer Camacho provided a information on St. Anthony East’s Revolving Loan and Last Resort Deferred Loan programs. She invited residents to talk to her after the meeting or call the Housing Resource Center for more information.
  1. Dog Park Update
  • Taras Karkoc reported that he received bids from two contractors so far. There was a large discrepancy on cost estimates between the two bids so he is sending the more expensive one back to Bever Landscaping for a second estimate. He mentioned that he has received positive feedback from residents that live next to the proposed dog park. Jan LeVesque recommended that we consider building a prairie garden in an open space.
  1. Other Business
  • Henrietta Smith announced that she is hold a National Night Out event on August 2nd, 2011 and invited everyone to attend.
  • There was discussion about where and when the next community meeting would be held. It was agreed that the community meetings resume to take place at Logan Park Recreation Center on the 4th Monday of each month at 7:00 p.m.


  1. Logo Design Results
  • The old SAENA logo won the vote by a majority.
